There is this material library from Meta Androcto that has been around for years that works as an add-on. I have not looked at this only until today.

BLEND for 2.79 and 2.8 alpha:

meta_lemon_monkey_003_eevee.blend.zip meta_lemon_monkey_002.blend.zip

Material Library Add-On seems to work for 2.79 for now.
