Project set up . when a project has no geographical areas #439

SO when a project has no geographical component, and the user didn't select any country in the project details tab, the message says:

"No countries selected Please select a country in Project Details tab"

In fact there is two possibilities here: Either the project does not imply any geographical tagging, then the person could just proceed to the design of his analysis framework either the person want to upload some custom geo boundaries, in which case he should be able to load a shapefile or a JSON file without putting a first a country

i suggest we replace the message with:

No countries have been selected for your project. If your project does not include a geographical component, then proceed to step 3. Analysis framework If your project has a geographical component, please select a country in the Project Details tab or upload your custom geographical boundaries hereafter". DEEP only accept GEOJSON files

Then you should place right after the "admin level Add new tab" like for other projects so they can upload their admin boundaries image

I think this is a good idea but propose we push to future developments
