Static TOS pages for Boost and Blu

We need to add static TOS pages to our content solution for boost and blu:

[ ] New pages should use [partner]/en/tos as their new path
[ ] Blu page should be based on https://blu.mobileposse.com/en/terms-of-service
[ ] Boost page should be based on https://boost.mobileposse.com/en/tos
[ ] Create spanish version of these pages which is identical to the english (spanish version required)
[ ] Change the URL's in Android so that they are dynamic (https:{content_domain}/{partner}/{lang}/tos.html)
[ ] Change the logic in settings page so that TOS URL's are using FSDUtils.transform before loading
