Enable PyPI release workflow #50

The creation of a release will now trigger both the build/deploy of docs to github pages, and the build/publish of the package on PyPI. Test release 0.0.1rc1 seems to have been pushed properly -- https://pypi.org/manage/project/eole/release/0.0.1rc1/
