Orders are created without "Activation" function

I noticed, that after prepare & transfer, without "activation" orders are created and gets into orderbook and not cancelled after 60 seconds.

This is by design, the activate function checks for consumable orders and consumes them, but isn't necessary, just guarantees you get the best rate for your orders
