Referendum capability #86

A DAC is a very disruptive concept for most of us. Although the governance framework is quite clear and custodians are elected to lead, sometimes there are decisions which can have a big impact in the community and custodians may request the opinion of the members of the DAC before deciding even though the result won't be binding. As of today, many Coops are used to vote to have a consultation to all members for certain things. I believe implementing this option would add value to the framework.

I am thinking of the efforts and money an organization has to put to have a consultation to its members, using the DAC tools would be way much fast and easy.

Ideally, a DAC would have several ways to launch a referendum or consultation depending on thed way votes would be counted:

1.- One vote one account 2.- One vote one human 3.- Voting weight corresponds to the amount of DAC tokens

Finally, a referendum could be binding or non-binding depending on what custodians decide by the time they launch it.
