Add a system for voice broadcasts to the bastion. Suggested/current idea is to add this to the beacon page, so it uses existing infrastructure. Features TBD: We want to be able to:

Speak a message into a microphone in the CiC and have it heard across the Bastion

@willemm Jan 4, 2020 at 6:47 PM PoC on the Beacon server is working.

Need lvl 1 admin login
Click the 'mic' button to enable
Hit the spacebar to record and send

Currently tested on Chrome and Firefox
