Fix CDT version typo and fix commit history in main #206

(Blocker for cdt portion of eosnetworkfoundation/devrel#204)

  1. Version typo in 3.1/README - should read 3.1, not 3.0. Probably better to remove that sentence, as in Leap or DUNE.
  2. Also commit history in main is not clean: https://github.com/antelopeIO/cdt/compare/main...release/3.1 - sibling PR for PR https://github.com/AntelopeIO/cdt/pull/86 should have been merged to main.
