Add deprecations in Leap software to docs portal

• Decide docs location to render: https://github.com/AntelopeIO/leap/wiki/Deprecations-and-Proposed-Deprecations-In-Leap-Software
• Create a script to link it to that location
• Test it renders correctly with each build
