Scheduled staging builds overwrite manual staging builds

Manual builds on staging using docs-ui get overwritten by scheduled docsgen builds around 7am ET every day.

• ENF-specific cron jobs to build staging site must be stopped on server

I commented out the ENF-specific cron job that builds on staging from the crontab file. I kept the clean_logs script running since the log files will continue to be generated manually, so we need a mechanism to prevent the log files from growing arbitrarily. Otoh, the antelope-specific cron jobs that deploy on that staging site still execute since they're for the antelope site.

Review tip: check that the staging site matches the publishing site by 7:30am ET the next day. This will confirm that the staging site is not overwritten by the cron job that used to build on staging using docsgen.
