Documentation staging site #57

The DevRel team needs a new hostname like docs-staging or similar on the eosnetwork.com domain to run the docs build scripts. This is needed so they can inspect the docs and make sure they render correctly prior to publishing on docs.eosnetwork.com.

Changed to scripts/generate_documents.sh. Will add an argument for staging build. That will copy to different webroot. Hostname will continue to be required for remote upload, so easy to move this staging to a different host by passing a different parameter.

This is dev complete, new shell linter items popped, and they need to be resolved.
