Update behavior of different ways of setting gasPrice

Update updtgasparam and setfeeparams actions

Rename minimum_gas_price argument in updtgasparam to gas_price.

Do not touch gas_price in setfeeparams

However the gas price is changed it should use the queue mechanism

The grace_period used is hardcoded to 3 min
