[0.2.1 -> main] Change to BSL licensing scheme; update silkworm submodule #56

Forwards PRs #54 and #55 to main branch.

However, instead of using the silkworm submodule commit of #55, the silkworm submodule is updated to use the current head of the master branch of the silkworm repo.

Additionally, the changes of #55 to use the latest Spring 1.x version as the Spring dependency are reverted back for the main branch of the evm-bridge-contracts repo. The main branch of the evm-bridge-contracts repo continues to use the main branch of Spring for its Spring dependency.
