Update erc20 bootstrap multisig document #15

Update https://github.com/eosnetworkfoundation/evm-public-docs/blob/main/msig_contract_deployment/msig_erc20_bootstrap.md:

  1. Remove action 2 from multisig 1 (the one that withdraws 300 EOS from eosio.evm).
  2. Change action 9 of multisig 2 to change the name and symbol for the USDT token on mainnet: symbol should be "USDT"; name should be "Tether USD (EOS)".
