The 'Select All' button is available, even though no prompt/chat/folder exists #1691

What happened?

  1. Log in to the system with new user or clear all the chats/prompts for already existed one
  2. Check the buttons located at the bottom of the panels -> the 'Select all' button is available -> bug

Expected result: no need to show the 'Select all' button if there is no any chats or prompts or folders
