[Publication][Admin view]: Comparison modal display equal access settings if not changes were applied in request #1709

How to reproduce

Preconditions: there is published folder01 with applied filter , e.g. Title Contain Bot

Steps:

  1. user create publication request to folder01
  2. admin open publication request -> link See changes is available
  3. click See changes link

Actual result

Comparison modal contain equal values in both sections : Previous and Current the same behaviour if no filters were applied for the folder image (11) image (10)

Expected result

in case filter's values were not changed, then See changes link should not be available. Text No changes should be displayed instead
