How to reproduce

Steps:

user create publication request for chat without files
view right section of publication request

Actual result

No File section is displayed

Expected result

According to design Files section should be displayed empty when chats do not contain files https://www.figma.com/design/lwL5jneveZczAj5RLcLFH2/DIAL-Chat?node-id=9377-3672&t=QpViv5qdleXDFEht-4
