How to reproduce

Steps:

1. user create a prompt01
2. user create a publication request
3. user open Change path form, add Prompt folder01 and select it
4. submit request
5. admin approve request
6. user create unpublish request for prompt01
7. admin review request

Actual result

Filter area is empty

Expected result

when no filters were applied to folders, then phrase "This publication will be available to all users in the organization" should be displayed
