[Custom application]: handle case with icon display on all themes of DIAL #2075

Description

Currently custom application allow add one file for icon. One image barely can fit both dark and light theme ( or other themes if exist). Need to handle the case.

Suggestions: add underlay for icon which can make icon visible on all themes
