[Publication]: No option 'Add new folder' in Change path form for publication request

How to reproduce

Preconditions: there is at least one published folder in Organization

Steps:

1. user create chat
2. user create publication request for this chat
3. user open Change path form
4. hover on existing folder -> no context menu available
5. create new folder and save it
6. hover on new folder -> in context menu no option "Add new folder"

Actual result

No option "Add new folder" for existing or newly created folders in Change path form for publication request

Expected result

In Change path form should have option to make folder structure for existing folders: context menu with 'Add new folder' for new created folders: context menu with 'Add new folder', 'Rename', 'Delete'
