Report SGE worker node status #3159

Background It would be helpful to report SGE workers status using run label feature.

Approach SGE Autoscaler shall assign label SGE_IN_USE to the child nodes which are currently processing some of the SGE jobs. Label shall be removed for nodes which are idle at the moment.
