Improve Cloud-Pipeline-Distribution GitHub Actions workflow

The pull request brings support for the following changes to GitHub Actions Cloud-Pipeline-Distribution workflow:

• use python 3 to build Cloud Pipeline modules
• use python 3 to build pipe cli for MacOS
• split the workflow into multiple jobs which are executed in parallel

The changes are backwardly compatible with and independent from AppVeyor workflow.
