For some operation it would be helpful to grant users full access to storage management
Approach
Let's introduce a new system role STORAGE_ADMIN which will grant user a full access to all storages registered in the system. User with granted role STORAGE_ADMIN shall be able:
view/edit/delete any storage
view/edit/delete storage tags
create storages in folders with granted WRITE access
CRUD operations on any files in storages and file tags
