Add kubernetes support to grid engine autoscaler #3417

Background

Currently, grid engine autoscaler allows automated scaling of sge #298 and slurm #3330 clusters. Nevertheless, scaling of kubernetes clusters is not supported yet.

Approach

Kubernetes clusters scaling shall be implemented in grid engine autoscaler.
