Relates #3507.

The pull request brings support for custom requirements purge to grid engine autoscaler for SGE.

The following run parameters have been added:

CP_CAP_AUTOSCALE_CUSTOM_REQUIREMENTS_PURGE enables job custom requirements purge. Disabled by default.
