Make Corgi minting contract method payable #158

Mint corgi is an operation that stores data on-chain, thus should be pay be account. Otherwise the developer account may run out of NEARs.

[x] Frontend: implement payment button on New Corgi page
[x] SmartContact: mint corgi method becomes payable, with default 0.2N
[x] Investigate/estimate how much the user should pay for minting a new corgi
