Feature request: Dialog based interface for inputting and managing capacity reduction data

NEXTA needs a dialog based interface for inputting and managing capacity 
reduction data (incidents, work zone and weather conditions) 

Without this interface, users have difficulties in using DTALite. 

Suggested solution. 
Hao: add XML editing tool to edit any link-based incident:
Xuesong: add interface in display capacity reduction record.
Tao: add XML reading function in DTALite in reading new capacity reduction 
file. 

Similar issues.
