I'm a bit confused by the lack of any output on the boots step. I'm guessing it's doing nothing without erring out, somehow or another. Perhaps python boots.py ensure would be more robust and consistent than depending on the OS handling of permissions and, on Windows, runnable file extensions and their associations. May also be worth setting the bash shell globally.
