added conditionals for

cicd projects
quay
wetty
create users on bastion for use via wetty
oscap
devsecops webpage creation
and the other tools

changed the docker images playbook to use docker image ansible module

@yssie - Thanks so much for the review. I think we'll capture comments addressing existing code in a separate issue since we're trying to minimize the impact of this PR. @ecwpz91 and I are meeting in a few weeks to review and discuss the future of this provisioner and we'll add the comments to the agenda
