tpm skip-validation check/warning behaves erratically with fan-in and all-masters #1086

What steps will reproduce the problem?

1. Configure replication as fan-in or all-masters using staging method
2. add skip-validation-check or skip-validation-warning .eg 
--skip-validation-check=MySQLMyISAMCheck
3. make a MyISAM table in the database
4. observe output from tpm install/update or validate

What is the expected output?

No warning about MySQLMyISAMCheck

What do you see instead?

A tpm Warning for MySQLMyISAMCheck

What is the possible cause?

...

What is the proposed solution?

...

Additional information

A workaround is to put any skips in the defaults configuration 

Use labels and text to provide additional information.
