One of our users report this bug when he tried to submit a bigWig custom track at secure URL with username and password protection.

Actually this user has '=' symbol in the URL, since '=' is used to for assigning values to parameters, should not be used. The user told the issue is resolved if replace '=' with '_' or '-'. So issue closed.
