Redesign Frames buttons

Summary

Redesigns Frames to be prettier and more in line with how other apps are rendering Frames. There's still more we can do here. Love to get @darickdang involved a bit. But this feels like a good start.

I had to make some executive decisions around layout. Not sure if they're correct.

• I decided that if there is one button, it should take the full line.
• If there are 2 buttons they get split on the first line
• If there are 3 buttons the first two split a line and the third button takes the second line
• 4 buttons have two split lines
• The arrow icon only appears on buttons that will open a new browser window.
