Add option to `brane` CLI to dry-run a workflow (to only consult policy) #69

In theory, this is simply ~ do what we always do, but without execution. In practise, this actually requires propagating the dry_run flag through quite some stuff.

Closed in 807fd927e88f1a0b65d1ced6d97a87ec45beac82.

Note that this commit is huge ~ also sees the removal of Kafka and bumps of many dependencies.
