Apple seems to have removed the ability to connect USB devices on Intel-based systems running macOS 13 Ventura. The dropdown option for Allow accessories to connect does not appear in the Settings -> Privacy & Security page. Tested on macOS 13.3 and 13.4.
Until I can find a way to connect USB devices to Intel-based Macs, the only workaround is downgrading to an earlier version, such as macOS 12 Monterey.
M1 and M2-based chips work fine running macOS 13 Ventura.
