Delete user account #178

Users should be able to delete their accounts.

Projects will be re-assigned to a manager (if any).

Force users to delete all projects where they have a CREATOR role (manually) so they know what they are doing before performing the account deletion

user entries are unlinked and can be edited only by upper roles. (user ID does not exist anymore) force the user to transfer ownership or delete all projects with the role CREATOR remove users from projects with role lower than CREATOR
