PVA Support name lookup over TCP and/or UDP multicast #78

At present, name lookup is only implemented via UDP broadcast. The CA implementations (libca, RSRV, and PCAS) also support name lookup via TCP (allowing easy tunneling) and via. UDP multicast. PVA should support these as well.
