Group Debug output enabled #7

oops. I forgot to disable the debug output printed during parsing of JSON for group PV definitions. Also need to add an iocsh command to list groups.

d0035f319ff5705c13c2d6d1bdcb1c517e434f4c defaults PDBProviderDebug to zero and d2ee1e07dba5b12577c3a8bd745ff8bd575289b2 adds the 'dbgl' iocsh command.
