"Review" functionality for modifications #10

Some collaborators (content providers) are not native English speakers. (Actually, most.) Some collaborators are not specialists in all the aspects and details of all EPICS modules. (Actually, most.)

So, most edits and updates would benefit a lot from a mode where the author of a change would request a review, i.e. specific others having a look, before the edit is going live.

Especially when working with non-EPICS authors, such a workflow seems essential.

Implemented using Oasis Workflow
