Feature addition to E-DIO24 module #24

I've added to the EDIO24.substitution file the Li and Lo PVs for each port and the counter PV that were missing for the E-DIO24 module, also shortened the MASK entries to 2 digits. The EDIO24_module.adl file is reorganized for three ports and includes the added PVs.

I didn't update any autoconvert files, how do they get updated with the new EDIO24 displays?

I have updated them. It is done by running "make" in the measCompApp/op directory. But it requires that you have the 4 converters installed, and have a RULES_OPI file. It can be found here: https://github.com/EPICS-synApps/configure
