P.S. I have tested these changes on mtca EVR, both prescaler pulse triggering and prescaler phase offset. Prescaler phase offset only takes affect after Synchronise Prescalers event code has been sent (0x7B).

Travis build seems to be failing because of epics.anl.gov's expired certificate.

I have created a new PR for Phase Off-shift functionality (same as a commit here). I will add another PS Pulse Triggering pull request that uses mbboDirect instead of longout.
