Merge code changes only from the PSI branch (for clarity), along with some fixes and cleanup.

The changes on this branch include support for the PCIe-evr-300, PXI-EVG-230 cards, the fine delay output module, changes to data buffer handling, and a number of windows/msvc build fixes.

@dirk-zimoch or @babak-kalantari can one of you comment? FYI merging this is preliminary for some work I'm doing for FRIB (@mark0n), which can be found here. This will fully address some of the portability issues which are only partially addressed on this branch.
