GHA update needed #65

The github actions configuration has become out of date, and needs an update.

@mdavidsaver I think they are updated now. I am not sure if epics 3.14 (or even 3.15) should be still under consideration. If someone sticks to those old things, it means he does not need updates. The relevant PRs are in the attachments.
