V3.15.5 #15

I ported all patches from 3.15.3 except for the ones that are already included. I also removed @mdavidsaver's patch that bypassed epicsMessageQueueTest. I didn't notice any difference in build time (maybe this test took a long time to complete in the past but it is fast now?).

Note: This needs more testing. I'm planning to deploy to the IOCs on our test network tomorrow.

@aderbenev is there a chance we can get this merged? I already have 3.15.6 (released today) in the queue (see #16).

Indeed, indeed. I had no trouble feeding that to builders - took 14 minutes for 64 bit. I guess that made it to your production? I'd fancy to have nice testing grounds, but now I can only put it on our sandbox machines which are used quite thoroughly to tune IOC deployment mechanisms. Updated it to 3.15.5 from our repo and IOCs and don't see any trouble with apps rebuilding and running.
