Sync master-rtems with master for base 3.15.5-2 #17

A straightforward merge from master via git merge -s recursive -X ours master plus a changelog bump. It still suffers from https://github.com/epicsdeb/epics-base/issues/13 (the fix not included here). Build-profile-enabled packages are building fine so far with this.

I'm not able to test this but it looks good to me.

With that and profile-enabled modules built, the test IOC for RTEMS compiled and ran all fine on the test setup.
