Add support for Debian 10 #22

This needs more testing.

I pushed some modifications that ensure the package passes our piuparts tests (found an issue with files left behind after removal in some circumstances). Will start testing with IOCs tomorrow.

We have tested this on our test network. IOCs are running fine. From my point of view this could be merged now.

Not sure why it's not merged, given that we have it built and available in NSLS-II buster repo. Must be my outstanding swiftness, or we planned to test. Thanks to Martin's versioning consistency, there should be no collisions with the pending #23
