Update deployment.md with local docker deployment instructions #741

In order to use docker for local deployment or on external hosting platforms like hetzner/dreamhost a docker container is needed. consul service is native to fly.io. This provides instructions on how to swap out litefs mount at /litefs with a persistent volume
