split out distribution interface #823

if going ahead with developing https://github.com/epiforecasts/dist.spec this could be imported and corresponding functionality removed here

It might be nice to consider what onboarding this into the epinowcast org might look like

Noting that if we do this now the next CRAN submission will have to wait until the distribution interface is on CRAN.

May I suggest we hold an EpiNow2 dev day before end of the month to brainstorm and plan out a roadmap of developments and address some of the long-standing discussions around the data interface and now this distribution interface spin out, etc?

nah lets just keep doing things at random .... (haha no of course good idea).

I would personally vote for not doing this until we are very happy with where the spun out stuff is and then doing so. That way can make breaking changes there without worrying about Epinow2.
