Clean nolint in documentation and tidy Belgium region code column names #267

This cleans the # nolint problems in the @source lines in our documentation, fixing #253

At the same time it makes every url in the documentation (including outside the @source section into live links (which doesn't get done automatically unless the documentation is tagged as markdown, I think).

This also tidies up the naming of region codes in the Belgium data, to match a model in Lithuania regarding this https://github.com/epiforecasts/covidregionaldata/pull/179#discussion_r610919351

Hmm CI failure is hopefully just a transient issue 🤞🏻

I think qpdf pushed a new version yesterday and homebrew isn’t up to speed (or some part of the chain). I was surprised to find qpdf in the CMD check dependencies but I hadn’t been paying attention to that...

For now turned off status checks but may lead accidental issues on dev.
