Populate missing data for Illinois #399

Ideally grab it automatically from the Illinois API when available: https://idph.illinois.gov/DPHPublicInformation/api/COVID/GetIllinoisCases

Illinois decided that the virus takes the weekends off at the same time they stopped doing scheduled press conferences to update the public on the situation. But they do update the weekend data each Monday, at least for now.

Hi @glenviewjeff,

I've transferred this issue to the package we use for importing data.

@epiforecasts/covidregionaldata I think this may well be an issue upstream of us but it would be good to think about which source of US data we should offer as the default based on completeness and manual additions like those described above.

This really does look like an upstream issue and not one we can do anything about so closing for now.
