Update vietnam url and docs #428

This is a new version of #427 which also rebuilds the available data table and the Vietnam documentation. This PR is generated largely to run it through the CI and in case @ilumitr or @ncscvietnam aren't able to make the changes today.

I think this can supersede #427 and appears to pass tests. Thank you again to @ilumitr for identifying the problem and proposing the fix, and to @biocyberman for first bringing Vietnam data into the package.

As a side note, I'll take this opportunity to mention that I've added Vietnam (and Estonia) to the graphs generated regularly (4x/week) using covidregionaldata to visualize evolution of the pandemic in all countries for which we have data: https://richardmn.github.io/covidregionaldatagraphs/COVID-19%20regional%20graphs%20-%20Vietnam
